It means that Motorsport becomes usable by third party developers: it's now divided in the "core" and the "controllers".

For the non software types, that means you'll still be able grab a binary that will run on your Windows box but you'll be able to make a monster truck game built using the Motorsport libraries or you can create a Motorsport Legends type game as well.

You're absolutely right. We will provide the physics simulation as a separate package of the "game" simulation. That way, anyone can take the physics and do whatever they want with it: a dedicated no-graphics server, a Pro Race Driver style career game, a GPL sim, a massively multiplayer online racing game, a driving license test simulator, a 4x4 trials sim...
We will still be providing a default "game" package to use with the Motorsport core, which will hopefully provide all the necessary things to enjoy Motorsport as a regular sim, like most of us racesimmers are used to.

Yes, it's cross-platform. I didn't even touch windows when developing the old versions of Motorsport (some other people made the ports to windows, and some to macos).
